da5ac0ca34 Switch instance type to e2-micro 
e2-micro is the new GCP Free Tier instance type.  It's also faster and
has more RAM than the old f1-micro type.

with identical content, and in this case there's no need for distinct
strings anyway.

c3a9c8c735 Install Docker on GCP using the Ubuntu dpkg method 
This cuts the GCP server setup time approximately in half, likely
because it avoids multiple calls to "apt update", which
synchronizes all known package repositories.

This PR also updates the underlying Ubuntu image to the latest LTS
release.
