The dry-run publish checks split into nine scenarios, one per model and refusal reason; the prompt text, refusal exit code (130) and publication report are the observables. WithStdin joins the Action modifiers to feed prompt answers. TestPublish stays legacy: it drives a real registry container and loads oci:// projects with multiple -f files.
